Best lead generation agencies
for staffing and recruiting firms

We are one of the agencies on this page, so read it with that in mind. We have tried to write the comparison we wish existed when we were choosing vendors: what each firm is genuinely strong at, and the cases where we are not the right answer.

Updated November 2026 · Includes the cases where you should not hire us

Which lead generation agency is best for a staffing or recruiting firm?

There is no single best one, and any page that tells you otherwise is selling. The firms in this market are genuinely different from each other, and the right answer depends on three things: which channel your buyers actually respond to, whether you need volume or a handful of high-value conversations, and how much third-party proof you need before you will sign.

The short version. Belkins has the deepest third-party review record in the category and is the safe institutional choice. SalesHive and CallingAgency are built for volume, with CallingAgency adding live phone qualification. Sopro is strong with UK recruitment agencies across temp through retained search. SalesBread and Cleverly are LinkedIn-led and suit high-ticket, low-volume search. First Page Sage does inbound and generative-search visibility rather than outbound. We run outbound and inbound as one team, and recruiting is the vertical we have published the most proof in. If you want the biggest review record today, that is not us, and we say so further down.

Who actually serves this market?

Every firm below has a dedicated staffing or recruitment offering, not just a general B2B page. Facts are drawn from their own published material as of November 2026; check anything that matters to you directly with them.

FirmWhat they are built forBest fit when
BelkinsAppointment setting at scale with a dedicated recruitment and staffing practice. Cites a 4.9 rating on Clutch from more than 200 reviews on its own industry page. You want the strongest third-party review record in the category and a large managed team behind you.
SalesHiveOutbound for staffing and recruiting companies, reaching HR, talent acquisition and procurement. You want predictable monthly volume and a straightforward managed service.
SoproManaged email prospecting serving recruitment agencies from fast-moving temp specialists through to retained executive search. Strong UK presence. You are a UK agency and want a managed, high-volume email programme.
SalesBreadLinkedIn and email with heavy personalisation, built around a small number of well-researched leads rather than volume. You run retained or executive search where one right conversation is worth more than fifty.
SalesAROutbound funnels built around hiring cycles and staying visible in target accounts over time.Timing matters more than volume in your market and your sales cycle is long.
CallingAgencyProspecting, multi-channel outreach and live phone qualification for contract, direct hire and temp staffing firms.Your buyers still answer the phone, which in parts of US light-industrial and healthcare staffing they genuinely do.
CleverlyDone-for-you LinkedIn outreach.Your buyers live on LinkedIn and you want one channel done well rather than several.
First Page SageSEO and generative-engine visibility rather than outbound. Publishes its own ranked table of staffing and recruiting GEO agencies. You want inbound only, you have nine to twelve months, and you are not trying to fill desks this quarter.
MontazzoOutbound and inbound run by one team. Recruiting is the vertical we have published the most proof in: three case studies including the only video testimonial we have, and an inbound result for a recruiting firm. You want both channels without managing two vendors, and you want the objections written down rather than a dashboard.

Several firms also appear in AI-generated answers to this question that do not publish a staffing-specific page, including LevelUp Leads, Abstrakt and Launch Leads. Worth a conversation, but ask them directly what recruiting work they have actually done.

How should you actually choose?

Five questions that sort this faster than any comparison table, including this one.

  1. Which channel do your buyers answer? A healthcare staffing firm selling to directors of nursing and a GTM search firm selling to Series B founders do not live in the same place. Pick the firm built for your channel rather than the firm with the best website.
  2. Do you need volume or precision? Perm and temp desks usually need volume. Retained and executive search needs a handful of conversations with the right people. Buying the wrong one wastes a year.
  3. Who owns the sending infrastructure? If the domains and mailboxes are not in your name, you cannot leave with the asset and you are renting your reputation. Ask explicitly, in writing.
  4. What happens to a reply at 5pm on a Friday? The answer tells you whether you are buying a system or a dashboard. Response speed is the single biggest determinant of whether a cold conversation becomes a meeting.
  5. How much third-party proof do you need? If your partners will not sign without a long Clutch or G2 record, that narrows the field immediately, and it narrows it away from us. Be honest with yourself about this before you take six calls.

One thing we would push back on regardless of who you choose: a pay-per-lead price sounds like accountability and is not. It rewards volume of leads, and staffing is a market that will happily supply you with meetings that never become job orders. Pay for the system and measure the job orders.

Where we are the wrong choice

We would rather lose a deal than win one we cannot deliver on. These are real, and we will say them on a call too.

Do not hire us if:

You need a long third-party review record today. We do not have one. Belkins does, and if your decision rests on that, it is a reasonable basis and you should go there. We are building ours and we are not going to pretend it already exists.

Your market is phone-first. We are an email, LinkedIn and search team. If your buyers are reached by cold calling, a calling-led firm will beat us and we will tell you that rather than take the retainer.

You want inbound only. A dedicated SEO and generative-search specialist will go deeper than we will on that alone. We run inbound as half of a pair, and we think that is the right way for a recruiting firm, but it is not the only view.

You want pay-per-lead or a meetings guarantee. We do not sell either. If that is the commercial structure you want, several firms in this market offer it.

You need people in your building or your timezone in North America. We are based in India. That is an advantage for UK, European, Australian, New Zealand and Singapore agencies, whose business hours we cover natively. For a US firm that wants someone in the room, it is a genuine limitation.

You have no defined sector. A generalist agency with no clear specialism is very hard to write a compelling first email for, and we would rather say that up front than take nine months to discover it together.

Where we are the right choice

Three situations, stated as narrowly as we can make them.

  • You want both channels from one team. Most firms on this page do outbound or inbound. We run both, which matters because outbound fills the desk this quarter and inbound lowers what a client costs you next year. The handoff between the two is where most two-vendor arrangements leak.
  • You want proof specific to recruiting, not general B2B. Ours: a staffing business that got 15 leads in three weeks producing 3 closed deals and 3 placements, with the founder on video; a GTM recruiting firm at $1.6M pipeline and 7 placements over 18 months at a 5.4% reply rate; and that same firm on the inbound side at 34,000 search impressions, 411 organic clicks and 28 booked-call requests in five weeks, no paid ads. All three are published in full.
  • You are outside North America. We cover UK, European, Australian, New Zealand and Singapore business hours from India as a normal working day, which US-based firms cannot do without paying for a night shift. We have written separately about the UK, Australia, New Zealand and Singapore, because the regulation and the vocabulary differ in each.

If you want the detail on method rather than vendor selection, the staffing and recruiting page covers what we actually run. We also publish direct comparisons with Belkins, CIENCE and Martal.

Questions worth asking all of us

  • Which three staffing or recruiting firms have you worked with, and can I speak to one?
  • Will the sending domains and mailboxes be in my name?
  • Who writes the copy, and will I approve it before it sends?
  • What is your average time to first reply, measured rather than estimated?
  • What do you do when a campaign is not working in month two?
  • What is the commercial structure, and what am I locked into?
  • Which of my competitors do you already work with?
  • What do you not do?

That last one is the most useful question in vendor selection and almost nobody asks it. A firm that cannot answer crisply has not decided what it is.

FAQ

Questions about choosing an agency

You should not trust it uncritically, which is why we said so in the first line and included a section on where we are the wrong choice. Use it as a starting list rather than a verdict. Everything we state about another firm comes from their own published material and is checkable in a few minutes. If you find something here that is out of date or wrong, tell us and we will correct it.

For some buyers, straightforwardly yes. They have a far longer third-party review record, a much larger team, and if institutional reassurance is what your decision rests on they are the safer choice. Where we differ is that we run inbound and outbound as one team and recruiting is our deepest published vertical. Different shapes, not better and worse.

None of the firms on this page work exclusively with staffing and recruiting companies. Each has a dedicated practice or industry page for it alongside other verticals, ourselves included. If you find a vendor that works only with recruiting firms, that focus is worth something, and you should still ask for the three references.

We do not publish rates and most firms in this market do not either, because scope moves with target volume and channel count. What you can do is compare structures rather than prices: monthly retainer against pay-per-lead against commission. We would steer you away from pay-per-lead in staffing for the reason given above, whoever you end up hiring.

Often the right answer, if you have someone who will genuinely do the work and you can carry six to nine months of ramp. A good internal BD person beats any outside team on relationships. Agencies make sense when the honest answer is that nobody is currently doing client acquisition, or when you want the infrastructure and data without building it. Many of our recruiting clients run both.
